My application has a typical two-frame frameset, with a navigation frame on the left and a target frame on the right. In the navigation frame, I have selected the option to turn scrolling OFF. However, when the frameset is opened with a Notes client, it does not turn scrolling off and the user can scroll to his/her heart's content. This occurs regardless of the scrolling settings of the other frame in the frameset.

Edit for clarification:

The scrolling occurs when using a scroll wheel only. The scrollbars are not visible and the only manner in which scrolling can occur is by using the scroll wheel. However, given the prevalence of mice with this feature, I think this is still a pretty annoying nuisance.
Is this just a bug of this (very buggy) version of 6.01 that I'm using? The option of upgrading users to a more recent version isn't available - I'm stuck with 6.01 CF1.
